The advisor behind SAGAZ
Raquel Núñez-Alicea
More than 20 years advising consequential decisions across law, people, governance, compliance and operations.
Attorney · Executive Advisor · Organizational Leader
Raquel Núñez-Alicea has spent more than two decades helping leaders make decisions that carry institutional, operational and human consequences. She has advised appointing authorities, boards, executives, physicians, deans, directors, personnel and organizational stakeholders across complex and regulated environments.
Her work reaches across law, human resources, administration, personnel, compliance, governance, operations, organizational change, project implementation and regulatory or accreditation review. She understands what happens after leadership makes the decision: policies must change, authority must be assigned, people must be prepared, operations must adjust and evidence must support what was done.
Her connection to health operations began early. At ages 13 and 14, she worked alongside her mother in medical coding—an introduction to the precision, documentation and accountability required in regulated work. Her later leadership in academic medicine, public administration, federal programs, human capital and legal practice expanded that foundation across departments and institutions.
Today, SAGAZ applies that multidisciplinary judgment to the new layer confronting leadership: artificial intelligence.
Executive counsel
Good information. Sound judgment. Decisions that hold up.
Authority & accountability
Advising the people responsible for the outcome
Raquel’s advisory work has supported senior decision-makers who must evaluate competing interests, exercise authority, explain their reasoning and remain accountable to boards, stakeholders, personnel, regulators and the public.
Cross-functional impact
Seeing every layer the decision activates
Important decisions rarely remain in one department. Her approach connects legal obligations, people, policy, governance, compliance, budgets, operations, communication and implementation.
Implementation & review
Making change specific, documented and sustainable
She identifies the policies, procedures, roles, approvals, controls, training, records and monitoring needed to move from executive direction to operational practice that can support audit, regulatory and administrative review.

The new layer
Established executive judgment, now applied to AI.
AI moves quickly. Executives do not need to track every tool or headline; they need a trusted advisor who can determine what is relevant, explain the organizational implications and help leadership decide what comes next.
SAGAZ combines ongoing executive briefings, strategic prioritization, organizational readiness, governance, compliance and implementation advisory in one relationship—from first question through defensible execution.
